Photo Enforcement - Traffic Cameras
The Village of Newburgh Heights operates a traffic camera program for photo enforcement pursuant to Codified Ordinances Chapter 315 and Chapter 315. The program consists of automated traffic cameras and an officer-operated handheld unit.
This program is operated in accordance with Ohio Revised Code §4511.093 and applicable case law governing traffic law photo-monitoring devices

Here are some frequently asked questions concerning the photo enforcement program:
Q: I received a photo citation in the mail. How
do I pay this citation?
A: Payment for photo citations can be made by clicking here or by calling the Garfield Heights
Municipal Court at 216-475-1900.
Q: What are my rights as a motorist, vehicle owner, or
entity upon receiving a photo enforcement notice of violation?
A: Please refer to Newburgh Heights Codified Ordinance Chapter 315 and
Chapter 317 concerning these rights.
Q: Can I contest the notice of violation that was
filed against me?
A: Yes, you are able to request a hearing by completing the back of the
form you received in the mail. You must mail it back to the court who will then
notify you of your hearing date.
Q: Someone else was driving my vehicle at the time of
the violation, can I transfer the liability to them?
A: Yes, you must fill out the back of the notice of violation with all
required fields to transfer liability to another driver. The form must be
notarized or it will not be accepted.
Q: Do traffic cameras violate my Constitutional
rights?
A: No, the Ohio Supreme Court stated the cameras do not violate a

Q: Does a police officer have to be present at the
traffic camera?
A: No, effective July 16, 2017, the Ohio Supreme Court has ruled an
officer need not be present. To read the Ohio Supreme Court decision

Q: I received a collections notice from Municipal Collections of America for an unpaid citation. Is this legitimate?
A: Yes, if a motorist fails to pay, transfer liability, or contest the violation, a default judgement is issued by the Garfield Heights Municipal Court and later sent to collections.
Q: How do I pay a citation that is in collections?
A: You can visit the Municipal Collections of America website or call 877-751-7115
